Mr. Silverman is a partner at Ruskin Moscou Faltischek, where he co-chairs the firm's Health Law Department. He is also chair of the firm's Healthcare Professionals practice group.
Mr. Silverman, formerly the Assistant General Counsel for the Medical Society of the State of New York, has extensive experience and knowledge in the area of health law as well as other related areas of practice. In his capacity as Assistant General Counsel, Mr. Silverman counseled physicians on issues ranging from contractual and managed care issues to professional discipline, hospital privilege matters and government investigations. Mr. Silverman represents health care professionals in all aspects of their professional and personal lives. He also represents health care-related businesses, entrepreneurs and enterprises concerning the implementation and execution of their corporate plans.
Presently, Mr. Silverman serves as General Counsel to the Suffolk County Medical Society and the Suffolk Academy of Medicine. In addition, he is a member of the New York State Special Advisory Review Panel on Medicaid Managed Care, a panel that was established to advise top elected officials on its assessment of the status of Medicaid managed care and to provide recommendations to maximize the program’s efficiency. Mr. Silverman also serves on the Associate Board of Trustees of Parker Jewish Geriatrics Institute for Healthcare and Rehabilitation and is President of Temple Beth Israel in Port Washington, New York.
Mr. Silverman is a member of the American Health Lawyers Association, the American Bar Association and its Health Law Section and the New York State Bar Association and its Committee on Health Law.

Mr. Silverman frequently lectures on medical-legal issues to medical and legal organizations. He is the author of numerous articles on the legal aspects of various health care topics, including Confidentiality of Medical Records, a comprehensive text on confidentiality, retention and medical record access issues. He has also authored chapters for the prestigious Legal Manual for New York Physicians, which is a collaboration between the New York State Bar Association and the Medical Society of the State of New York. The manual is designed to give physicians and their staffs, as well as lawyers, a fundamental understanding of the many legal and regulatory requirements that affect the practice of medicine.
